Haliruna Consulting

Institutional engagements for jurisdictions and organizations operating where high stakes meet thin infrastructure.

Haliruna Consulting is a strategic firm. My work centers on questions institutions cannot resolve internally — questions about implementation and the operational realities that policy alone does not address. I scope engagements on flat-fee or retained terms.

Strategic and executive advisory

Retainer or project-based engagements with leaders and institutions operating under high stakes. Positioning, response strategy, institutional doctrine, and communications around gender-based violence, coercive control, firearm violence, and emerging threat patterns. Long-arc partnerships for the leaders who need a trusted thinking partner on questions they cannot raise inside their own institution.

Curriculum and training engagements

Custom curriculum development and training delivery for institutional audiences — law enforcement, judicial officers, prosecutors, public health, civil legal aid, behavioral health. Specialized expertise in coercive control, stalking, firearm violence prevention, behavioral threat recognition, and multi-disciplinary response. Named expert teams available for advanced 201-level engagements.

Implementation and systems projects

Multi-month engagements translating policy into operational reality. Multi-disciplinary coordination architecture, replication frameworks for rural and under-resourced jurisdictions, and institutional implementation models. Designed in phases for organizations that want to start at a scoped commitment level and expand on demonstrated value.

Other engagements

Grant proposal development, expert testimony, convening design, speaking, and policy translation are available as scoped engagements. Inquire about specific needs.

Audiences typically in the room

  • Judges and judicial officers
  • Prosecutors and prosecutor offices
  • Sheriffs, police chiefs, and rural law enforcement leadership
  • Public health departments and rural health systems
  • Civil legal aid practitioners and protection-order specialists
  • Behavioral health and crisis-response teams
  • Tribal sovereign partners
  • Philanthropic and policy strategists
  • State and federal agency leadership
  • Rural organizers and community-based organizations
Practice note

The common denominator across the audiences listed above is not ideology, jurisdiction, or sector. It is seriousness. Haliruna is built for rooms where the people inside them already understand the stakes and are looking for someone who can translate across the systems they each represent.

Engagement

Initial conversations are free and exploratory. Defined engagements run on flat-fee or retained scope. The scope follows the question, not the hour. Travel and convening logistics scope separately. The practice does not take contingent-fee work or unfunded "good cause" volunteer engagements at scale.
